قاسم خشان الركابي أن الإصلاح السياسي هو عملية تعديل وتطوير جذرية أو جزئية في شكل الحكم أو العلاقات الاجتماعية داخل الدولة في إطار النظام السياسي القائم وبالوسائل المتاحة واستناداً لمفهوم التدرج ، وبمعنى آخر فإنه يعني تطوير كفاءة وفاعلية النظام السياسي في بيئته المحيطة داخلياً وخارجياً. والإصلاح السياسي يجب أن يكون ذاتياً من الداخل وليس مفروضاً من الخارج ذو طابع شمولي يحمل في طياته صفة الاستمرارية ، وواقعياً ينطلق من واقع الدولة وطبيعة الاختلالات القائمة المراد إصلاحها ويجب أن ينحى منحى التدرج مرحلة تلو الأخرى مشروع قانوني جديد المجلس الأعلى للصحافة في العراق مركز الدرسات لشبكة للصحافة رؤساء مجالس المؤسسات الصحفية المهنية مركز الدرسات/شبكة المحررين العرب رؤساء تحرير الصحف الوطنية على ان تمثل كل مؤسسة في حال تعددهم بواحد يختاره مجلس ادارة المؤسسة رؤساء تحرير الصحف التي تعود للكيانات السياسيةنقيب الصحفيين ورابع من الصحفيين يختارهم مجلس الشورىرئيس شبكة المحررين العرب وأربعة من الصحفيين الرواد يختارهم مجلس الشورى من شبكة المحررين العرب اثنان من أساتذة الصحافة بالجامعات العراقية يختارهم مجلس الشورى اثنان من الخبراء بالقانون الخاص بالإعلام في الوطن العربي من الشخصيات العامة المهتمة بشؤون ألصحافه والمتمثلة لشتى الرأي العام على ان لا يزيد عددهم على الأعضاء في الفقرة السابقةتكون مدة العضوية السابقة وتكون مدة عضوية المجلس أربع سنوات قابلة للتجديد المادة الثالثة: يشكل المجلس الأعلى للصحافة هيئة مكتبة من الرئيس والوكيلين والآمين العام والآمين المساعد في الدورة الأولى العالم وتبادل الخبرات والتجارب في الامور التي تدخل في اختصاص المجلس 4-التنسيق مع المؤسسات الصحفية في المجالات الاقتصادية والتكنولوجية والإدارية وفي مجالات التدريب والتأهيل 5- المتابعة الفعالة للأداء الاقتصادي للمؤسسات الصحفية الوطنية والمحلية وفي مجالات التدريب والتأهيل 6-العمل على توفير مستلزمات إصدار الصحف وتذليل جميع العقبات التي تواجه دور الصحف 7- تحديد حصص الورق لدور الصحف وتحديد أسعار الصحف والمجلات وأسعار ومساحة الإعلانات للحكومة والهيئات العامة والقطاع العام وقطاع العمال بما لا يخل في المساحة التحريرية وفقا للعرف الدولي 8-حماية العمل الصحفي وكفالة حقوق الصحفيين وضمان أداء واجباتهم وفقا للقانون 9-تابعة وتقييم مات نشره الصحف وإصدار تقارير دورية عن مدى التزامها بآداب المهنة وميثاق الشرف الصحفي وتلتزم الصحف بنشر تلك التقارير 10- ضمان احترام الصحف والصحفيين لحق الرد وحق التصحيح 11-النظر في شكاوي الإفراد ضد الصحف والصحفيين فيما يتعلق بالتزام الصحافة بآداب مهنتها وسلوكيتها أو با ينشر ماسا بحقوق الأفراد او حياتهم الخاصة 12- ضمان حد أدنى مناسب لأجور الصحفيين والعاملين بالمؤسسات الصحفية 13- تحديد نسبة من الإعلانات في المؤسسات الصحفية لصالح صندوق الرواتب والإعلانات وللمجلس وموظفي الخدمة و لشبكة المحررين العرب لأنها شبكة مهنية 14-الاذن للصحفي الذي يسعى بالرغبة في العمل بصحيفة او وكالة او احد لوسائل الإعلامية غير العراقية داخل العراق او مباشرة اي نشاط فيها بصفة مستمرة او منقطعة بعد حصولة على موافقة الجهة التي يعمل بها 15-للمجلس في سبيل تحقيق اختصاصاته المذكور ينشى صندوق لدعم الصحف الوطنية آو المساهمة بدعم مشروع او معالجة مريض نظام المجلس المادة الخامسة : يضع المجلس الاعلى للصحافة اللوائح التي تبين نظام العمل فية وتحديد لجان المجلس وتبين طريقة تشكيلها وكيفية سير العمل بها المادة السادسة: رئيس المجلس هو الذي يمثله لدى الجهات القضائية والإدارية من الجهات وفي مواجهة الغير ويشرف بشكل عام على حسن سير أعمال المجلس وهو الذي يترأس اجتماعات المكتب ولرئيس المجلس أن يفوض احد الوكيلين او كلاهما في بعض اختصاصاته ولة ان ينيب احد الوكيلين لرئاسة بعض الجلسات وان غاب او قام اي مانع لدية يتولى احد الوكيلين بالتناوب ويقوم الأمين العام بتنفيذ قرارات المجلس وإعداد جدول أعمالة بالاتفاق مع رئيس المجلس المادة السابعة : يجتمع المجلس اجتماعا كل شهرين على الأقل ويجوز دعوته لاجتماع طارئ بناء على طلب رئيسه او ثلث من أعضائه كما يجتمع المجلس على طلب أمانة المجلس للنظر فيما يتقدم إليها من إخطارات بإصدار الصحف وذالك خلال أسبوعين من تاريخ تقديمهما المادة الثامنة: لرئيس الجمهورية دعوة المجلس الأعلى للصحافة لاجتماع غير عادي وفي هذه الحالة تكون رئاسة الاجتماع لرئيس الجمهورية المادة التاسعة: للمجلس الأعلى حق طلب البيانات من جهات الاختصاص الرسمية التي تمكنه من ممارسة اختصاصه وذالك في حدود القانون المادة العاشره: المجلس الأعلى مستقل بموازنته رقما واحدا في موازنة الدولةوتبين اللائحة الداخلية للمجلس
